5. Use foil to make the neck form in the shape of a candy cane. Coat the back of the fabric for the neck section with white glue and secure in the manner of the previous step. Gently stretch the outside of the curve and try to minimize wrinkles on the inside curve to fit to curve of neck form. This keeps the scales going in the right direction. Let dry.
